Macro Plan

The guidelines of the Kyoto Protocol and the EU-Burden Sharing commits the participating states to periodically fix/secure the total budget of greenhouse gas emissions (GGEs). With these calculations, for example, the GGEs for Germany have to be reduced by 21% in the period from year 2008 to 2012 compared to the year 1990.

The compliance with this national goal in climate protection as well as with the national climate protection programme must be in mutual accord with all companies, authorities and the respective states.

The elaborated ‚macro plan' concretizes the regulations and devides the GGE-budget in sectors and greenhouse gases.

According to the Kyoto Protocol the GGE-budget in the national sector is declared for all six greenhouse gases, however, the emission trade in the period 2005 to 2007 only took into account CO2 greenhouse gases.

It therefore has to be ensured in the macro plan that the development of the other five gases in compliance with the required regulations and measures are seperately tested and controlled.
