Facilities of environmental pollution

The following categories of facilities are merely a fractional amount of registered facilities. The synoptical table lists 11 branches of industry:

  • coking plants
  • powder metal facilities (e.g. iron ore)
  • glass (emission of 620 tons per month, extrapolated: 31 days of the calender month)
  • cellulose
  • paper (more than 20 tons per day)
  • lime (1150 tons per month, 31 days of the calender month)
  • cement (approx. 20,8 tons per hour)
  • steel and pig iron (according to steel industry table: more than 60 tons per day)
  • mineral oil refineries
  • combustion plants (more than calculated 20 MW thermally)
  • ceramics (approx. 2325 tons per month, 31 days of the calendar month)

The balancing of CO2-emissions for emission trade obligated facilities is generally only allowed in single proceedings. However, after examination and appropriate determination of emission data, integrated facilities, such as steel and rolling mills where the operational procedures include the production of steel and pig iron (e.g. furnace technique, continuous casting process), can be treated and registered as one facility concerning emission trade obligation. Basic condition for this treatment is that all facilities are in the same location and have the same operating company/licencee (for example refineries).

The sector Renewable Energy Sources (RES) whose facilities underly the field of application of the Renewable Energy Sources Act, is excluded from the emission trade. An officially registered facility-list, which includes the main part of the national allocation plan, allocation rules, macro guidelines etc., gives a detailed summary of those facilities whose participation in the emission trade is obligatory. For example published are those emission details, whose objectives declares the measures of allotment and output.
